The Dominica Integrity Commission, which was appointed with effect from 2nd September, 2008, saw the culmination of its sixth term on February 15th 2025.
On February 16th 2025, the administration of the prescribed oaths and the receipt of instruments of appointment by nominees to serve on the Commission commenced the seventh term of the Dominica Integrity Commission.
Mr. Stephenson Hyacinth was appointed Chairman of the Dominica Integrity Commission and Mr. Thomas Holmes was appointed to serve as a Member of the Dominica Integrity Commission.
Mr. Stephenson Hyacinth was first appointed Chairman to the Dominica Integrity Commission on 15th February, 2019, he was nominated Chairman on 16th February, 2022 for a second term and on 16th February 2025 Mr. Hyacinth commenced his third consecutive term as Chairman of the Dominica Integrity Commission.
Mr. Thomas Holmes an appointed Member of the Dominica Integrity Commission also commenced his first term on 15th February, 2019. He was nominated for a second term on 16th February, 2022 and on 16th February 2025 Mr. Holmes began serving his third consecutive term as a Member of the Dominica Integrity Commission.
Profile of the Members of the Dominica Integrity Commission
The Chairman of the Commission brings to the Commission over thirty-five (35) years of experience in the Public and Social sectors. Mr. Hyacinth is a product of the University of the West Indies, where he received a Bachelor of Education degree in 1996 and a Master's degree in Education Management and Administration in 1998. He also attended the Jamaica School of Drama, now called the ‘Edna Manley School of the Arts', where he studied Drama in Education and Theatre Arts. Mr. Hyacinth was Chief Education Officer for thirteen (13) years, and served as Permanent Secretary in the Ministries of National Security, Tourism and Legal Affairs. His name is a household one in Dominica, particularly for the outstanding contribution to education and to national cultural life as co-founder and Artistic Director of the thirty-six (36) year–old New Dimension Theatre Company. For his contribution to the national and cultural life of Dominica, Mr. Hyacinth has received wide recognition and numerous awards, including the Golden Drum and the Meritorious Service Awards.
Commissioner Thomas is a Qualified Teacher (retired) who served as both Vice-Principal and Principal and who is currently a trained and qualified Guidance Counselor and the lead Counselor for Catholic Schools in Dominica. He is also a University Tutor and Chairman of a family-oriented organization: Family Empowerment Movement Inc. (FEM Inc.) In those capacities, he interacts with a wide range of publics on social issues and works for the establishment of integrity, particularly among the nation's youth.
